Can texture clipping be applied to mesh when export setting?

What do you mean by "texture clipping"? That is not a Spine term.

What kind of export are you doing? If you pack a texture atlas with Packing: Polygons then the atlas region for meshes will only have the pixels inside the mesh hull.
