Sorry you are having trouble. The card processor reported that your bank declined the transaction. You may need to call your bank. If they have identified the Spine purchase as potentially fraudulent, it won't go through until you call them and have them allow it. This has happened to me in the past, especially when traveling, and I know it is very frustrating, I'm sorry.
This happens because when you use a credit card, you spend their money. If it was fraud, they eat the loss (and as the vendor, they charge us ~$20, called a "chargeback fee"). They are protecting themselves by disallowing transactions their computers automatically decide might be fraud.
