How do I select a near by region?

If I put my cursor to the right of the white outline (where I put the blue dot), it still keeps the white outlined region highlighted. I think the hair to the right of the white outline has the wrong order, but I can't figure out how to select it in this view. Is there any way to select it without picking it from the tree on the right? Perhaps there's some way to click and cycle through everything under my mouse?
Hello! first of all, if you want to select regions, make sure to be in setup mode and to not have the weights tool selected.
Press the spacebar to deselect the currently selected item, this avoids focusing on it repeatedly instead of the image you want.
Try to go with the mouse on the center of the image you'd like to select, Spine has an intelligent selecting system that prioritizes this over the current draw order.
If you want to select an image and change the draw order with shortcuts, filter the tree on slots, then click in the viewport, you'll then be able to change draw order by pressing +
and -
.

To expand slightly on what Erikari wrote, Spine prioritizes the attachment under the mouse that is nearest to the center of the non-transparent pixels in the image. This may sound technical, but is intuitive in practice.
Another way to select things is text search: press enter, type, and press enter multiple times to select the thing you want.
