IK Spinning
Pretty sure its this.
If you used stepped time curve: http://esotericsoftware.com/spine-graph it will stop it from happening, but you may get some snapping.
My current theory why this happens is due to floating point inaccuracies and the bug above. an animation moves and rotates the bones, which may add 0.000001 onto the bone so when you turn the IK on, it will determine that it isn't at that point and try to correct it, due to the spinning bug it will spin 359.999999' around. occasionally it will overstep, and because it doesn't use hunting (because of the bug) it will spin around agiain..
This is fixed in V3, don't know when it will be fixed in the runtimes.
