Hey Nate where do I pull this down from? I can only seem to get to 3.0.08

Who/what says you need 3.0.11? You may need to download and reinstall Spine if you are trying to update your launcher. Otherwise you can set the version of Spine in the settings:

For some reason the version was set to 3.0.08 . When set to latest the newer versions kicked in.

Yeah I just needed the newer versions for your Java music port thing.
